Drunk Driver Kills Bishop on Vasyl Moisei Avenue in Lutsk

By · · 4 min read

On the evening of Sunday, 14 November 2021, in central Lutsk, a car mounted the pavement and struck dead 60-year-old Oleh Vedmedenko, Bishop of Volyn and Galicia. The Lviv publication Hal-Info called him a bishop of the Ukrainian Independent Apostolic Orthodox Church and founder of a Bible school, and on 15 November Hlavkom repeated this version. The driver has been detained, and a breath test confirmed he was intoxicated.

Vedmedenko was born in Lutsk on 18 September 1961 and spent almost his entire church life in that city. He began in the Ukrainian Orthodox Church of the Kyiv Patriarchate, where he was ordained a deacon. In 1997, at the Holy Trinity Cathedral, he founded the Bible School of Spiritual Perfection, which became one of the city’s notable centres of biblical education. In 2006, after a conflict with the UOC-KP, he was ordained a priest of the Ukrainian Autocephalous Orthodox Church in November, and in 2012 he became a bishop.

From 2013 he headed the Volyn and Galicia diocese, and in 2015–2019 he was the primate of the Ukrainian Independent Apostolic Orthodox Church. In Ukrainian media it is called by various names, including UAPC and UIAPC, and the Lviv report retains the full name with the adjective “Independent.” These discrepancies concern only spelling, not the fact itself: the deceased was one of the senior hierarchs of this structure in the Volyn region.

Impact on Vasyl Moisei Avenue

According to Hlavkom, on Sunday evening a 23-year-old driver of a Mazda 6 mounted the pavement on Vasyl Moisei Avenue and struck a 60-year-old pedestrian. The exact time of the accident is not established in available materials; it is known only that it happened in the evening. The car drove along the pavement in the very centre of the city, where there were people at that hour, and stopped only after the collision.

Police reported that the driver was detained. As stated in their message quoted by Hlavkom, “The driver was detained, and his car was sent to the impound lot.” The impound lot, or shtrafmaidanchyk, is a guarded parking area where cars seized in criminal and administrative cases are taken. The car remains there until the investigation is complete, and in cases of a fatal traffic accident it is often kept for forensic examination.

The Test and the Article

The driver’s intoxication was confirmed by a test, and its result was 1.21 promille. This is not merely witnesses’ words that the driver was drunk, but a recorded instrumental check that becomes one of the main pieces of evidence in the case. That is why police opened proceedings under Part 3 of Article 286-1 of the Criminal Code of Ukraine.

Article 286-1 concerns driving a vehicle by a person in a state of intoxication. Its third part applies to cases where such driving caused the death of a person and provides for five to ten years’ imprisonment. So far this is an accusation, not a verdict. The driver’s guilt and the measure of punishment will be determined by a court, and at this stage no final conclusions can be drawn.

The Church in Lutsk

Vedmedenko was the rector of the Church of the Resurrection of Christ in Lutsk. This parish became the centre of his ministry: Bible school classes were held here, and here he conducted services. He was also a member of the National Union of Journalists of Ukraine and an author of books, which made him a figure not only ecclesiastical but also public in the city.

His son Vasyl is also a priest, and his younger son Pavlo serves in the same church. The family remained in Lutsk, and the city expected that the ministry at the parish would continue with the same composition.

Police in the Volyn region confirmed that a case has been opened and the driver is in custody. According to Ukrinform and Suspilne, Oleh Vedmedenko died on the morning of 15 November at Lutsk City Clinical Hospital, where he was taken after the accident. Death occurred a day after the collision, and that day accounts for most of the official reports on the incident.
